Elon Peace Plan
The Elon Peace Plan is a solution proposal for the Arab-Israeli conflict by Israeli tourism minister Binyamin Elon. It advocates the formal annexation of West Bank and Gaza by Israel and that the now stateless Palestinians will become citizens of Jordan.
Binyamin Elon is the chairman of the Molodet party, which is known for its policy of "voluntary transfer". A primary motivation of the plan is the demographic trend that will make Jews a minority west of the Jordan River before the end of the first decade of the 21st century. The first step for solving this problem will be to declare Palestinian residents of the Territories to be Jordanian citizens and furthermore that
Israel, the United States and the international community will allocate resources for the completion of the exchange of populations that began in 1948 and the full rehabilitation of the refugees and their absorption and naturalization in various countries.
The means by which the "exchange of populations" will be achieved is poorly specified, and this has led to argument over the plan's true intentions. Elon claims that only voluntary expatration is intended. His critics note his statements promising to expel the Palestinians if they "declare war" on Israel.
According to the plan, the status of the Palestinians who remain in the expanded state of Israel,
their connection to the two states and the manner of administration of their communal lives will be decided in an agreement between the governments of Israel and Jordan.
The plan is based on the concept of "2 states for 2 peoples" which means 1 Jewish Palestinian state (Israel) and 1 Arab Palestinian state (Jordan).
