Democratic deficit

[Could we see a definition? After reading this article, I don't know what democratic deficit is. Also, a lot of work is needed on grammar.]

In the formal democracy systems, specially in the international organizations, the democartic deficit can be show in the no universal, free, direct and secret election of the members of the General Assembly of the organization or its leader ( President, General Secretary...), by the citizens of the democratic countries.

One includes in the deficit, the veto power of a certain country against the opinion of the rest of lands, like happens in the UN Security Council.
