On August 2, 1999, Charles Moose became the 15th Montgomery County, MarylandPolice Chief. During 2002, he was in charge of the Beltway snipers investigation. Moose resigned on June 18, 2003. He is writing a book on the sniper investigation, and activity he was barred by law from doing while still performing his job.
